After a collision in Hanoi that killed a mom and three children, two truck drivers were imprisoned.

Hanoi (VNA): Directive No. 11/CT-TTg, dated April 21, which calls for a more rapid implementation of the Law on Road Traffic Order and Safety throughout Vietnam, was signed by Prime Minister Pham Minh Chinh.

The new law, which was approved by the 15th National Assembly on June 27, 2024, during its seventh session, went into force on January 1st and includes a number of important revisions.

Authorities have reported positive outcomes after three months of implementation. There have been notable gains in road safety and order, as seen by a decrease in traffic accidents and congestion. Public awareness has grown, especially in large cities, and the first indications of a more sophisticated and contemporary traffic culture are emerging.

The Prime Minister did admit that there have been difficulties with initial enforcement, though. Although stricter legal control has generally been welcomed by the public, some people have purposefully disseminated false information about the law’s provisions, which has caused confusion and polarized public opinion.

To properly execute the law and guiding documents, he has urged ministers, heads of ministerial-level agencies, and chairs of city and provincial people’s committees. The primary entity for advising Party committees at all levels and local authorities during this process has been identified as the people’s public security force.

The head of government assigned the Ministry of Public Security the responsibility of examining and improving the traffic safety legal framework. Through digital transformation, information technology application, and administrative process simplification, the goal is to eliminate procedural obstacles while providing the greatest amount of convenience for businesses and citizens. The proposal to include artificial intelligence into commercial driver image recording systems, vehicle load monitoring tools, and vehicle tracking data management is especially noteworthy. This would make it possible to detect, warn, and handle infractions in real time.

In addition to inspecting and fixing traffic lights, lane markings, and road signage, the Ministry of Construction has been ordered to expedite important transportation infrastructure projects.

The Ministry of Education and Training has been directed to quickly create and implement curricular materials that integrate legal knowledge and adherence to traffic regulations in schools, working with the Public Security Ministry and other pertinent agencies.

In order to develop surveillance camera systems and invest in intelligent traffic control centers, local authorities have been asked to mobilize legal funds and appropriate budgetary resources.

Lastly, in order to investigate, prosecute, and try traffic accident cases—especially those with serious or exceptionally grave consequences—the PM has requested that the Supreme People’s Court and the Supreme People’s Procuracy collaborate closely with the Ministry of Public Security.
